eMDR Changes in 2023
Patient age data without patient age unit:
The updated eMDR system will not accept reports that provide the Age of the Patient but do not provide the age unit in A2. The Ack3 rejection message shall be sent to the submitters describing the missing information.
Blank Product Code :
The eMDR system will be updated to not accept reports that do not specify the Product Code in D2b. The Ack3 rejection message shall be sent to the submitters describing the missing information.
Implant date greater than explant date :
The eMDR system will be updated to not accept reports where the “implant date” (D6a) is greater than the “explant date” (D6b), if both dates are provided. The Ack3 rejection message shall be sent to the submitters describing the missing information.
Adverse Event Problem Codes :
The eMDR system will not accept reports that do not include Adverse Event Problem codes in H6 (for manufacturers) or F10 (for distributors and importers); specifically, Medical Device Problem Code and Health Effect- Clinical Code. The Ack3 rejection message shall be sent to the submitters describing the missing information.
Contact email address:
The eMDR system will be updated to not accept reports that do not provide a contact email address in G1 (for manufacturers) or F3 (for distributors and importers). The Ack3 rejection message shall be sent to the submitters describing the missing information about contact email address.
IMDRF 2022 maintenance updates :
The Adverse Event codes accepted in sections F10 and H6 of the 3500A form will be updated to harmonize with maintenance updates from IMDRF.
eMDR – Electronic Medical Device Reporting
The Food and Drug Administration (FDA) has enforced the filing of electronic medical device reporting for any serious injuries related to different classes of medical devices. To process, review, and archive MDRs electronically, the FDA must receive them from manufacturers and importers in an electronic format.
The FDA has two options for manufacturers and importers to electronically submit MDRs:
- Web Interface using the eSubmitter application
- AS2 Gateway-to-Gateway using HL7 ICSR XML
Submitters using the ESG web interface are required to download eSubmitter, create a MedWatch 3500A electronic submission zip file using eSubmitter, and log into the WebTrader internet site to submit the file.
Submitters using the AS2 gateway interface will be required to develop or purchase an AS2 submission system capable of generating HL7 ICSR XML and transmitting it to the ESG.
Both options are open to all reporters.
- Acknowledgment 1, also known as the Receipt or MDN (Message Disposition Notification) acknowledgment, indicates that the ESG received the eMDR(s).
- Acknowledgment 2 indicates that CDRH received the eMDR(s).
- Acknowledgment 3 indicates the pass or failure status of the eMDR(s) into CDRH’s adverse event database–that is, whether the eMDR was successfully loaded into the database.
How to assess if an electronic MDR submission was successful?
FDA’s system will automatically route three separate electronic acknowledgments to the user’s ESG account. These acknowledgements indicate the stage of processing that the eMDR has reached.
If there are no errors, we anticipate that the three acknowledgement messages will be generated the same day or within 24 hours of the submission.
